Slam! Sports is reporting that the Jaguars have signed quarterback Richard Bartel to their practice squad. Bartel spent the preseason with Browns.

Bartel has been a practice squad player over the last two seasons, and he doesn't figure to be in line for any play this year barring disaster. David Garrard and Luyke McCown have the quarterback position locked down for the Jags.
