Should you include tax and shipping when comparing to the target cost?
No. 🙂 The formula calculates the costs in the ROI number; this way you don’t have to worry about it in the target cost.
Well I’ll adjust my approach then. I’ve been only going after ones with the all in cost under where you’ve set the target.
